Abstract:

E-government, which replaces government services with technology, has grown in recent years. Blockchain technology may work with e-government, according to studies. Blockchain technology is being considered for government notarization. The notary public must authenticate the document’s contents during notarization, making smart contracts difficult to replace. This study proposes a fully automated fixed-date notarization system using a national eID card, Public Key Infrastructure, and smart contracts. A fixed date notarization lets a notary public prove a document existed regardless of its content. Smart contracts can replace it. Our system automatically authenticates the creator and document for electronic documents signed with a national eID card and uses the blockchain transaction receipt as a notarization certificate. Smart contracts in the blockchain verify signed data without a verification authority. A Japanese use case proves the method’s efficacy.
